It is legal in 28 states, however, the only reason it is legal is because indians use it in their spiritual gatherings and the government cannot make it illegal. First thing you should do is to look into getting her medicaid. They will pay for an addiction treament program for her. Do it as soon as possible and save your poor sister. Is she willing to go? If so, the battle is half won already.
